Copying directly from the Character Sheet XML provides the raw bases attributes.
Since the OP already provided a copy-paste of the XML, user error (in diagnosis) is unlikely to be the issue. However, user error during character creation is the most likely cause.
As Estel said, you should no longer be able to create a character without fully assigning attributes. However, if the character was created before then, you could have lower attributes if you did not assign all 5 extra points.

BTW - here is a reference to when that change was made: It is no longer possible to create a character without distributing all attributes.
Revelations 1.4: that's a long time to be missing an attribute point.

Don't delete the character until you need the slot for something else. You might find a use for him in the future, even with the gimped attribute. My original character has been suplanted by this one because the original had a base perception attribute of 3. Even though he can't train combat skills very fast, he is still as useful character with over 42 million skill points. With your perfectly balanced attribute only missing one point, you aren't so bad off that it would be wise to biomass a two year old character over it. Just shift him to the "alt" status.
I expect that the biggest issue with fixing the missing attribute is the length of time between when you character was created with the missing attribute and when you are reporting the bug/loss: it has been over 2 years. The Reimbursement Policy states "All reimbursement requests must be sent within a week from when the loss occurred. After that time we will not provide reimbursement."
Still I think that it is likely that you will be able to get the missing attribute added, but I wouldn't expect them to make up for the training time that you might have lost because of it.
To speed up your petition, I would suggest that you figure out where you want that attribute point added, and make sure that it is possible for your choosen race/bloodline/ancestry.
